Issue description
According to current specification broadcast job is executed only on ACTIVE nodes at the time of dispatching. It is highly dependent on workload. More consistent is to submit broadcast job to all connections. While keeping remaining rules.

Updated the doc accordingly. Added JUnit test to verify the feature. Implemented in SVN trunk revision 2562
