Issue description
When a deferred shutdown or restart request is issue to a node, it would be great to have the node reflect this as part of its state. This in turn could be displayed int he admin console.

We also propose to add the ability to cancel the requested deferred action, provided it hasn't started.

Also, when slave nodes are unprovisioned, they are immediately removed from the count of slaves in the master, even if their shutdown is deferred. This should be fixed as well.
